🍁🏙️💵 City of Toronto Proposes Measures to Enhance Traffic Congestion Management 🚗

The City of Toronto released an update to its Congestion Management Plan including recommendations for future measures to help mitigate traffic congestion, improve transit reliability and make travel safer and more efficient for all road users.

The City also released a report on Enhancing Capital Construction Delivery and the Annual Strategic Capital Coordination Report. The reports are available on the City’s website: https://www.toronto.ca/se.../.

Together with the recently released Review of Bid Award Panel report (https://secure.toronto.ca...), the reports provide an update on the City’s work to enhance the planning, procurement, coordination and delivery of construction projects, which in turn helps to reduce the traffic impacts of construction.

Measures proposed in the Congestion Management Plan Update include:
• Exploring opportunities to accelerate automated enforcement programs for traffic violations that contribute to congestion.
• Deploying Traffic Agents to 13 new corridors citywide to assist with traffic flows during peak travel periods as additional Traffic Agent classes graduate throughout 2025.
• Considering escalating or adding fees for construction-related road closures to return occupied street lanes or sidewalks back to public use more quickly.

These proposed measures are in addition to new Road Disruption Activity Reporting System (RoDARS) fees for companies that occupy space on the right-of-way for construction, which came into effect yesterday (https://www.toronto.ca/se.../). The fees were approved by Toronto City Council as part of the 2025 Budget process.

The Congestion Management Plan Update also responds to the Toronto Regional Board of Trade's recent report "Breaking Gridlock: Congestion Action Plan for Toronto.” City staff have closely reviewed the report, which included several recommendations already planned for, or aligned with, the City’s Congestion Management Plan, as well as measures the City will explore further.

The General Government Committee will consider the Review of Bid Award Panel report on Monday, April 7 and the Infrastructure and Environment Committee will consider the remaining reports on Wednesday, April 9 before Toronto City Council considers all the reports later in April.
